Mediterranean Blue Natural Capital Accelerator Facility

A joint initiative by

Paving the way for high-integrity marine and coastal investment across the Mediterranean

Med BCAF is a joint initiative of IUCN Med and WWF Mediterranean, bringing together their expertise and networks to help promising marine and coastal initiatives become ready for investment.

Across the Mediterranean, many promising projects have the potential to benefit nature, communities and local economies, but struggle to access the right financing. Mediterranean Blue Natural Capital Accelerator Facility (Med BCAF) helps bridge that gap by providing the expertise and support needed to turn promising ideas into investment-ready opportunities.

By addressing the "pioneer gap" in ocean financing, the Facility coordinates technical and financial support to ensure that Mediterranean blue natural capital projects meet the highest standards of ecological integrity, impact, and financial viability. Med BCAF does not finance infrastructure or restoration works directly; it funds and supports the pathway that makes projects investment-ready, so that public and private capital can invest in the projects.

The Facility supports project developers, SMEs, NGOs, innovators, and other proponents of bankable Nature based Solutions (NbS) and sustainable blue economy initiatives, helping them progress from early-stage concepts to investment-ready projects that can deliver benefits for coastal communities, local economies, and marine and coastal ecosystems.

The Med BCAF aims to increase the pipeline of investment-ready blue natural capital opportunities across the Mediterranean. It does this by combining robust impact assessment with technical and financial support to help initiatives demonstrate their environmental, social, and economic value.

The Facility is supported by a delivery consortium comprising Finance Earth, Minka-Dev, and Ecoacsa, bringing complementary expertise in sustainable finance, investment readiness, and environmental markets.

The Facility focuses on generating measurable benefits across three interconnected dimensions:

‍

Why Mediterranean Blue Natural Capital?

The Mediterranean is home to a rich diversity of marine and coastal ecosystems that are essential for biodiversity, climate resilience, and the livelihoods of coastal communities. These include seagrass meadows, wetlands, salt marshes and salt pans, coastal lagoons, deltas and other interconnected ecosystems.

Yet these ecosystems face growing pressures from climate change, pollution, habitat degradation, and unsustainable development. At the same time, there are significant opportunities to direct capital towards their protection, restoration and sustainable use.

‍Blue capital can help unlock these opportunities by supporting initiatives that generate measurable environmental, social, and economic value.

The Med BCAF focuses on three interconnected areas of impact:

Climate resilience

Healthy marine and coastal ecosystems support climate mitigation and adaptation, including carbon storage, coastal protection, and resilience to climate-related impacts.

Biodiversity and ecosystem health

These ecosystems provide critical habitats, support ecological processes and services, and contribute to healthy and productive seas.

Coastal communities and livelihoods

Healthy ecosystems underpin fisheries, tourism, recreation, and other coastal activities, while nature-positive investment can create local jobs and strengthen resilient coastal economies.

Strategic Themes

Investment is catalyzed across three high-impact pathways tailored to the Mediterranean basin:

Environmental Markets and Outcome Payments
Supporting emerging markets and payment mechanisms that reward measurable environmental outcomes, including blue carbon, biodiversity credits, nutrient markets, and other nature-based finance mechanisms.
Regenerative Commodities and Value Chains
Supporting nature-positive businesses and value chains in areas such as sustainable fisheries, regenerative aquaculture, and blue biotechnology, creating both environmental benefits and economic opportunities for coastal communities.
Blue Infrastructure and Access Services
Supporting the development of sustainable infrastructure and service models that protect marine and coastal ecosystems while generating viable revenue streams, such as eco-mooring systems and other managed-access solutions.

Our Approach: The Acceleration Journey

‍

The Facility provides a structured, modular pathway to success, delivering support across three strategic stages:

‍

1. Readiness Support (Feasibility and Pre-Development): Support is provided to project proponents to validate foundational technical and financial assumptions, including stakeholder mapping, demand assessment, and the identification of robust MRV (Monitoring, Reporting, and Verification) methodologies.

‍

2. Development and Investment Support: Once feasibility is confirmed, the Facility assists in building the business and legal architecture required to attract private sector finance, focusing on financial modelling and governance structuring.

‍

3. Implementation and Scaling Support: For advanced initiatives, the Med BCAF facilitates transaction and implementation assistance, ensuring projects are equipped for implementation and long-term capital mobilization.
